HR Manager

Salary Range:  $58000 - $68000 year

As a premier certified public accounting firm, MH Miles Company, CPA, PC's Human Resources Manager will be instrumental in providing services that help support the staffs ability to provide quality, efficient, professional personalized services to its clients. The purpose of this position is to guide and manage the overall provisions of Human Resources services, policies, and programs for the entire company.

The incumbent in this position will have strong business acumen, problem resolution, time management, communication, interpersonal and organizational skills. Directs and ensures the efficient administration and management of the Human Resources function to include recruiting and staffing, performance management and improvement plans, employment and compliance to regulatory concerns, new hire orientation, development and training, employee relations, company employee communications, compensation and benefits administration, leave administration, policy development, payroll administration, Human Resource Information System (HRIS) and Request For Proposal (RFP) coordination and tracking.

Essential Duties and Responsibilities:

Staffing and Recruiting

Oversees employee recruitment and onboarding; including sourcing, screening, interviewing, hiring, and orientation.

Collaborates with business leaders and hiring managers to ensure best practices are utilized in the hiring, selection, and offer processes (e.g., determining if an open position needs to be filled or reallocated, ensuring the offer is competitive, within budget, reasonable, and consistent with internal equity, etc.).

Recruits and sources candidates for the summer internship program.

Performance Management

Partners with managers and supervisors regarding employee performance to identify skill gaps and areas for improvement, to develop plans, and to provide guidance.

Oversees and manages a performance appraisal system that helps drives high performance. Identifies and implements employee training, development and retention initiatives.

Delivers day-to-day performance management guidance to all employees, including coaching, counseling, skill development, training, and career planning to maintain a productive work environment.

Human Resources Information Systems (HRIS)

Utilizes ADP Workforce Now and eBility software to process payroll and manage attendance tracking.

May utilize other software platforms and ADP modules to manage recruiting, improve engagement and enhance the HR infrastructure.

Employee Relations

Serves as an advocate and resource for employees by listening, providing consistent, timely responses to promote a positive work environment.

Interfaces with managers and supervisors to support and administer fair, consistent application of HR policies, procedures, and practices for maintaining compliance with federal, state, and local employment laws and regulations.

Addresses and resolves complex employee-related issues, investigates grievances (e.g., employee-related issues, employee concerns, etc.), applies proper interpretation and application of company policies, and adheres to all applicable employment laws/regulations to identify root causes, to address issues in a timely manner, and to mitigate risks.

Provides ongoing feedback, support, and coaching with business leaders to address and resolve employee's grievances, issues, and concerns.

Provides guidance and interpretation on HR policies and procedures to increase understanding and to enable compliance.

Serves as a trusted advisor, sounding board, and liaison for the organization to ensure that HR services are aligned with internal needs.

Advises managers and supervisors on the progressive discipline system of the company and monitors the Performance Improvement Plan (PIP) process with non-performing employees.

Compensation Administration

Establishes and monitors the company wage and salary structure, pay policies, and oversees the variable pay systems within the company including bonuses and merit increases.

Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.

Benefits

With the assistance of the Benefits Broker, obtains cost-effective, employee serving benefits, monitors national benefits environment for options and cost savings.

Leads the development of benefit orientations, open enrollment and other benefit training. Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.

Manages the administration of the 401K Safe Harbor Plan, including reporting, employer contributions and uploads.

Reconciles all monthly benefit billing statements for accuracy and submits to Accounting for

timely payment processing.

Legal Compliance

Leads company compliance with all existing governmental and labor legal and government reporting requirements including any related to the Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA, Employee Retirement Income Security Act (ERISA), the Department of Labor, worker compensation, and so forth. Strives to maintain minimal company exposure to lawsuits.

Manages and directs the preparation of information requested or required for compliance with laws; approves all information submitted; and serves as the primary contact with outside government agencies.

Protects the interests of employees and the company in accordance with company Human Resources policies and governmental laws and regulations.

Keeps job descriptions up-to-date, accurate and compliant with relevant federal, state and local laws for all positions.

Leave Administration and Tracking

Manages all leave programs to include donated, personal, medical and parental leave. Understands the "new" DC Family Paid Leave and how it's to be administered.

Utilizes spreadsheets and the time tracking system to monitor and maintain employee Paid Time Off (PTO) and Sick balances.
