JOB DESCRIPTION – Human Resources Manager

Position: HR (Human Resources) Manager

Department:  Human Resources (HR)

Reporting to:  Chief Financial Officer (CFO)

Location:  645 Mayport Road, Atlantic Beach, Florida, 32233

Responsibilities may include but not limited to:

  • Work with management to develop organization strategies for human resources, contributing information, analysis, and recommendations.
  • Implement human resources strategies by effectively managing processes including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AA/EEO compliance, and labor relations.
  • Manage human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff.
  • Develop processes for reviewing staff job contributions; managing compensation; assisting managers in determining, productivity, quality, and customer-service strategies; designing systems; resolving problems; implementing change.
  • Develop human resource operations budgets that provide guidance for the effective use of company capital in the management of those employed by the company.
  • Support management by providing human resources advice, counsel, and decisions; analyzing information and applications.
  • Guide management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
  • Comply with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
  • Update job knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Develop & partner with hiring teams to build effective sourcing, assessment, and closing approaches with an ability to manage customer/partner expectations through a deep understanding of return on investment.
  • Build and maintain network of potential candidates through proactive market research and on-going relationship management; conduct in-depth interviews of potential candidates, demonstrating ability to anticipate hiring manager preferences through high interview-to-offer ratio.
  • Articulate in writing recruiting plans with deliverables, timelines, and a formal tracking process.
  • Interview candidates within the framework of the position specification. Screen, interview and prepare an ideal candidate slate within an appropriate and consistent timeline.
  • Participate in special projects/recruiting initiatives including assessment of best practices in interviewing techniques, leveraging of internal sources of talent and identification of top performers for senior-level openings.
  • Write, rewrite, and publish HR policies and procedures.
  • Develop a wide variety of written materials (e. g. forms, procedures, reports, etc.) for the purpose of creating an organization wide set of standard operating procedures, processes & policies.
  • Monitor the corporate evolution on a regular basis to ensure compliance with the organizations guiding principles, vision, mission, purpose and core values.

 Preferred Qualifications:

  • 4yr College/University Degree (Preferably in Human Resources and/or Organizational Management)
  • Strong communication skills, organizational and negotiation skills
  • Ability to execute recruiting strategy, including employer promotion in the marketplace, candidate management, diversity sourcing, and interview process management.
  • Self-sufficient and able to work with little direct supervision in an extremely fast-paced environment.
  • Strong consulting skills and demonstrated ability to work in a team environment.
  • Strong analytic skills with ability to create, measure, and scale the right workflow between candidates, hiring managers, and the recruiting team.
  • Possess highly functioning expertise in whole Microsoft Office Suite (Office 365, Word, Excel, SharePoint, Power Point)
