Assists the Project Labor Administrator in the implantation, management and administration of the District’s Project Stabilization Agreement (PSA) policies and procedures for PSA covered projects.
Coordinates, facilitates, and tracks PSA Pre Job Conferences, Mark Up meetings, Grievances, Arbitration, and other PSA related meetings.
Assists in facilitating compliance and dispute resolution procedures for PSA related issues.
Monitors and reviews PSA related documents for compliance and address potential issues and supports PSA project compliance through site visits and data analysis, including evaluating project progress and identification of workforce needs.
Responds to PSA related inquiries from interested stakeholders and educate and assist contractors on PSA related matters.
Provides technical guidance to inquiring parties on PSA language and policies and procedures
Assists with policy and procedure development, preparing publications, research and briefing documents, summary sheets, and other reports.
Coordinates and facilitates PSA training classes and industry events.
Coordinates meetings with general contractors, sub-contractors, and the local trade unions to arrange job placement and apprenticeship enrollment for “We Build” graduates on Los Angeles Unified School District projects as well as monitoring local hire compliance and coordinating placement opportunities for local residents.
Monitors Apprenticeship Readiness training programs at designated Division of Adult and Career Education Occupational and Skills Centers by reviewing trainee evaluations, skills progress, training track, and attendance records.
Develops and maintains partnership with District representatives, contractors, and local trade unions.
Draft presentations and speeches to be delivered by senior management
Performs related duties as assigned.
Minimum Requirements:
Experience:
Three (3) years full time paid professional experience in construction industry involving the review, analysis, and preparation of recommendations related to contract compliance or contract auditing.
Two (2) years full time paid professional experience performing labor relations duties including participation in labor agreement compliance monitoring and enforcement, grievance procedures and resolution.
Education:
Graduation from a recognized college or university with a bachelor’s degree, preferably in construction management, engineering, architecture, business administration, public administration, or related field.
Required Knowledge:
California state laws, rules, regulations, and codes relating to public contracting processes and school construction
Public contracting processes including requests for proposals, request for qualifications, low- bid procedures, design-build, and best value public works construction contracting principles
Participation barriers confronting community participation in school construction
Project Labor Agreement (PLA) and Project Stabilization Agreement (PSA) use in public works projects
Provisions of applicable federal, and State laws, regulations, rules and codes pertaining to personnel and collective bargaining Los Angeles construction trade unions, apprenticeship programs, and apprenticeship readiness programs
Ethnic, cultural, and geographic diversity of the Los Angeles business community District policies and procedures
