Duties:
- Reviews Recommendation to Award (RTA) notices and Phase 1 and 2 asbestos and lead reports related to every phase of the project
- Attends Job Start meetings at the beginning of the project to review asbestos, lead, and safety requirements with the contractor and the other related parties in attendance; ensures that meeting minutes are documented and reported to project participants
- Reviews submital(s) at the Job Start and throughout the duration of the project:
- Asbestos and lead worker certifications (respirator fit test, DOI clearances, medical & training)
- SCAQMD permits for HEPA vacuum
- Job site notifications, i.e., SCAQMD, Cal-OSHA, CDPH, and school notifications for asbestos lead impact projects
- IIPPs, Safety Plans, Asbestos/Lead Work Plans and Job Safety Analyses (JSAs)
- Conduct random inspections, where asbestos and lead are going to impacted during construction, at each school site to verify contractors compliance with applicable laws, project specifications, and established work practices.
- Apprises the contractor of any deficiencies noted during the site visit and verifies corrections on subsequent site visits.
- Investigates any accidents or incidents that occur on or near the school grounds during the project
- Responds to emergencies, complaints, and inquiries related to construction projects.
- Performs, on a regular basis, air monitoring clearances, personal air monitoring (OBZs), and ambient air sampling for various asbestos abatement projects performed throughout the district which could also be performed because of a complaint or an asbestos release
- Performs asbestos bulk sampling and lead wipe or paint chip sampling to investigate an asbestos release or elevated childhood lead investigation
- Assists in maintaining the Job Start Database for all projects
- Provides chemical product review support for products used on construction projects and assist in maintaining the Chemical Evaluation Database.
Minimum Requirments
Required Experience:
- Eight (8) years full time paid professional construction experience, concentrated in progressive asbestos, lead based materials, PCB caulk and universal waste.
- Experience in reviewing reports and coordinating and executing asbestos, lead, mold , and PCB field surveys.
- Must have experience in the maintenance and strict compliance of policies and procedures in asbestos and lead mitigation and remediation as well as health and safety protocols.
- Additional experience in related works such as emergency response, general construction and industrial cleaning is referred.
Required Education:
- Graduation from a recognized college or university with a bachelor's degree in Engineering, Construction Management, or any related field
OR
- Candidates without a degree must have additional 4 years of the required experience to compensate for education on a year for year basis.
Preferred Certificates: Additional points for candidates who possess the certificates below:
- Cal-OSHA Certified Asbestos Consultant (CAC) or Certified Site Surveillance Technician (CSST)
- 8 Hr. Lead Renovation, Repair, and Paint (RRP) Certification
- CDPH Inspector/ Assessor or Project Monitor Certification
- 40-Hour HAZWOPER Certification
