Public Works Construction Manager

Salary Range:  $100000 - $125000 year

JOB DESCRIPTION

Pacifica Services is looking to hire an efficient, resourceful and knowledgeable person as Construction Manager/Project Manager/Resident Engineer to lead our municipal Public Works group in Los Angeles County.  Typical projects involve the construction of municipal street and roadway infrastructure, stormwater, domestic water, recycled water, wastewater, and underground utilities. Candidates should have previous experience in site infrastructure projects, observing contractor's construction activities, and reviewing work for compliance per the approved drawings, specifications, municipal standards, and Greenbook. Knowledge of, and ability to interpret, technical specifications, contract requirements, engineering drawings, and standard construction details are critical requirements of the position.

Additionally, the ideal candidate will serve as business development and market lead for our public works group and be able to function as seller-doer: developing client contacts and relationships, assist with preparing proposals, coordinating contract negotiations, etc., as well as managing project execution on multiple projects.  As our Public Works lead, this person will be part of Pacifica’s management team and will communicate directly with the client as well as internal management on project details and plans for future work.

Responsibilities:

  • Observe that the work is completed in general accordance with the approved drawings and specifications, daily field reporting, tracking contractor's installed quantities, witnessing tests, documenting test results and serving as liaison between City engineer and contractor.
  • Read, understand, and execute the project based on contract requirements.
  • Manage changed conditions on the site by providing impact notices and coordinating cost development for potential solutions that limit impacts to ongoing construction work.
  • Plan, coordinate and oversee the entire process of construction projects.
  • Create budgets and timelines, delegate tasks to subcontractors, and collaborate with other professionals working to complete the project.
  • Ensure that all construction projects are completed on time and under budget.
  • Responsible for all phases of planning and execution on projects as defined by complexity, manpower, subcontractor, and equipment requirements and/or contract value.
  • Plan, organize, coordinate, and control projects in accordance with the established policies, procedures, systems, and requirements.
  • Supervise daily activities of project personnel including technical and administrative support and ensure that deliverables are produced on schedule and within budget.
  • Represent the company to clients and maintain client relationships.

Qualifications and Skills:

  • Ability to establish and maintain positive lines of communication between engineers, inspectors, contractors, the public, and any other stakeholders. 
  • Can effectively communicate in a clear, concise, organized, and persuasive manner.
  • Must be able to submit professional reports to clients and must have the ability to meet deadlines.
  • Has thorough understanding of critical path project scheduling and experience with executing projects against that schedule.
  • Familiar with local municipalities and their respective site development construction observation and construction completion certification requirements. 
  • Has successful experience managing fixed price construction projects.

 

Education and Experience Requirements 

  • Bachelor's degree in Civil Engineering or similar
  • Licensed Professional Engineer in the State of California (preferred)
  • Certified Construction Manager (CCM) preferred
  • 10-15 years in the Construction field or Construction Management/Field Services
  • At least 5 years-experience as a Project Manager for municipal Public Works projects

 

Job Type/Schedule:

  • Full time
  • Monday to Friday; occasional weekend, ability to work some night shifts
