Job Description

We are excited to announce an opening for the role of Emergency Management Director at the Cow Creek Band of the Umpqua Tribe of Indians. This pivotal position is integral to the safety and well-being of our community and ensures preparedness and responsive measures are at the forefront of our tribal operations. This is a Full-Time position, located on-site, as this job requires hands-on oversight and coordination – it is not eligible for remote work arrangements.

The Emergency Management Director will oversee all facets of emergency management programs including security, environmental health, emergency preparedness, and response activities. The role demands a proactive approach in managing the comprehensive safety strategies of the tribal community in compliance with applicable tribal, federal, state, and local laws and regulations. The successful candidate will be in charge of crafting, implementing, and maintaining policies that safeguard the tribe and facilitate an organized response to emergencies and disasters.

Duties and Responsibilities

  • Lead and evaluate all Government and UIDC Emergency Management Programming, ensuring compliance with security, environmental health, emergency preparedness, and emergency management policies and procedures.
  • Recommend and manage the department's operating budget, focusing on staffing, equipment, professional development, grant opportunities, and systems optimizations.
  • Coordinate operational reports and analyses to identify trends, making high-impact recommendations on staffing, equipment, and safety improvements.
  • Partake in the development of a facilities safety and security strategy through effective collaboration.
  • Collaborate with other officials to prepare for and analyze damage assessments following disasters or emergencies.
  • Conduct and support surveys to assess emergency-related needs crucial for disaster planning.
  • Consult with officials from local governments, schools, hospitals, and other institutions to gauge their emergency response capabilities and needs.
  • Coordinate disaster response or crisis management activities, including ordering evacuations, opening public shelters, and initiating special needs plans and programs.
  • Design and administer emergency/disaster preparedness training courses.
  • Develop and maintain liaisons with municipal, county departments, and other entities to facilitate effective emergency plan development and response effort coordination.

Requirements

  • Bachelor’s degree in a relevant field, supplemented with five (5) years of related work experience. Additional experience may substitute for the educational requirement.
  • Mandatory NIMS certification.
  • Required Incident Command System training certificates: ICS 100, 200, 300, 400, and 700.
  • Proven experience in emergency management planning and operations.
  • Thorough knowledge of emergency management procedures, practices, and regulations.
  • Expertise in planning and implementation of emergency response plans and hazard/risk mitigation activities.
  • Familiarity with NIMS and National Response Plan guidelines.
  • Capability to plan, direct, and coordinate prepared emergency management activities among key tribal and business staff.
  • Strong communication skills, capable of expressing ideas effectively, both orally and in writing.
  • Demonstrated ability to serve the community with honesty and integrity.
  • Proven capability to establish and maintain effective working relationships with all operating departments and external emergency management and response agencies.
